From September 1, 2025, escalators, moving walkways, and lifting platforms in commercial and social facilities are effectively operating outside the legal framework due to the lack of an established certification system.
Rostekhnadzor explained that laboratories accredited to inspect elevators can develop their own testing methods and submit them to Rosaccreditation, but this mechanism has not yet been enshrined in law.
There are about 22,000 such lifts in operation in the country. A mass shutdown of equipment has not occurred, but legal responsibility for operation rests with management companies.
The first approval of laboratory methods is expected no earlier than the first quarter of 2026. The draft amendments with a transition period until September 1, 2027, are still being finalized. Despite the formal risks, most lifts undergo scheduled maintenance and local inspections.
