OAR calls for revision of the recycling fee to combat "gray" imports

The "Association of Russian Automakers" (OAR) has sent an appeal to the Ministry of Industry and Trade with a proposal to change the methodology for calculating the recycling fee for cars. The goal of the initiative is to stop "gray" imports, which are carried out through the registration of cars for individuals. OAR, representing the interests of companies such as AVTOVAZ, GAZ Group, KAMAZ and others, believes that the current system is outdated and needs adjustment.

The appeal to the head of the Ministry of Industry and Trade, Alikhanov, emphasizes that Government Decree No. 1291 of December 2013 does not take into account modern realities. Automakers propose to link the recycling fee to engine power, not to its displacement. This is due to the fact that modern foreign cars often have high-performance turbo engines with a small displacement, which leads to uneven taxation of cars in different price categories.

OAR also points to the negative impact of preferential recycling fee rates for individuals on the car market. Currently, individuals pay the recycling fee at a preferential rate, which has contributed to the growth of "gray" imports. In 2024, the share of cars imported for individuals was 1-50%, and in 2025 it has already reached 50-70%. This has led to an increase in the number of foreign cars without warranty and service, as well as to a shortfall of billions of rubles in the federal budget.
