Automakers who have concluded special investment contracts (SPICs) have received a deferral from the Russian government for the payment of the recycling fee for the fourth quarter of 2024 and for the first to third quarters of 2025. Now the final payment deadline has been moved to December 15, 2025. This was noted by automotive journalist Maxim Kadakov.
The reason for this measure is that the recycling fee negatively affects Russian manufacturers, who are required to pay it quarterly. The state returns the recycling fee only at the end of the year, which leads to the freezing of funds for a long period.
With the introduction of the deferral, factories will be able to pay the recycling fee for all cars produced during the year at once and receive a refund for localized cars faster.
The deferral of the recycling fee is not a novelty, Kadakov notes, this mechanism has been in effect since 2016. However, the question remains why this practice requires annual extension manually.
