Deputies have proposed a new definition of artificial intelligence. It was formed by a working group to prepare a bill on the regulation of artificial intelligence.
The State Duma believes that AI refers to any data system, software or hardware that has the ability to process data and information in a manner reminiscent of intelligent behavior, using machine learning or statistical methods to generate content, form forecasts, recommendations or decisions that can have an impact on the real and virtual environment.
Marina Dubrovskaya, senior partner at the Dubrovskaya, Kuznetsova and Partners law firm, said that the bill on AI regulation will not be prohibitive, but will focus on the security of personal data.
According to her, deputies are also discussing the issue of copyright when using neural networks. It is planned that authorship will not be possible to prove regardless of the role of humans and AI in creating content.
