Public figures suggested the Bank of Russia change the procedure for calculating OSAGO

The Union of Users of Digital Platforms ANO "Digital World" sent an appeal to the Chairman of the Central Bank of the Russian Federation Elvira Nabiullina and the Head of the Government of the Russian Federation Mikhail Mishustin. The appeal proposes to exclude the risk indicator of unfair actions from the calculation of the cost of OSAGO. This coefficient is introduced due to the activity of insurance fraudsters.

The Chairman of the Union of Users of Digital Platforms, Valery Korneev, explained that taking into account data on the actions of insurance fraudsters when calculating the territorial coefficient of OSAGO may infringe on the rights of bona fide motorists. Thus, an increased coefficient has been established for 8 territories in Ingushetia and the Novosibirsk region.

The public figure believes that it is necessary to monitor the regions where insurance fraudsters operate, however, in this case, it is incorrect to increase the cost of insurance for all drivers living in such territories.

The head of the "Association of Self-Employed of Russia", Ivan Litvinov, believes that bona fide drivers suffer because of the risk indicator of unfair actions. For many of them, personal transport has become the main source of income. Litvinov proposed to combat fraud with systemic measures. These include digital control, insurers' responsibility for the security system within the company, and the identification of fraudulent schemes.
