The Russian government has approved a plan of measures according to which mobile numbers used to access the public services portal and other state information systems will be checked for belonging to a specific user. The task is scheduled to be completed in the fourth quarter of 2026.
The check will affect numbers that are used for registration or authorization in the systems of state bodies and organizations providing socially significant services in digital format. If it is established that the phone number no longer belongs to the specified person, it will be detached from the account.
The Ministry of Digital Development, the Ministry of Finance, the Ministry of Internal Affairs, the Ministry of Economic Development, Roskomnadzor and the FSB have been appointed responsible for the execution of the order. According to the document, this measure is aimed at preventing intruders from accessing citizens' personal accounts through phone numbers that have changed owners.
