From September 1, 2025, the Max application will become mandatory for pre-installation on smartphones and tablets in Russia, replacing "VK Messenger" in this list, which has been there since 2023. The corresponding order was signed by Prime Minister of the Russian Federation Mikhail Mishustin.
Max is positioned as a universal digital platform for secure communication and access to government and commercial online services.
In addition, the government has added Lime HD TV to the list of mandatory applications; from January 1, 2026, the program will have to be pre-installed on TVs with a digital control unit.
Also, from September 1, 2025, pre-installation of RuStore will become mandatory on devices running iOS and HyperOS. Previously, the requirement only applied to equipment on Android and HarmonyOS.
Thus, from the fall of 2025, the mandatory set of Russian programs for smartphones and tablets in Russia will be supplemented by Max and RuStore, and from 2026 — Lime HD TV for "smart" TVs.
Earlier, the Ministry of Digital Development announced that Russians will be able to receive one-time codes to log into their account on "Gosuslugi" via the Max messenger.
In addition, an initiative is being discussed to redirect all confirmation codes from banks and online services exclusively to Max. As Deputy Chairman of the State Duma Committee on Information Policy Alexander Yushchenko clarified, this will increase the platform's competitiveness and make it in demand for online purchases and authorization in various applications and services.
Experts note that this should reduce the risk of fraud. According to OP RF commission member Masharov, user verification in Max is carried out only through a Russian or Belarusian phone number, which simplifies the search for attackers.
