Public organizations propose setting a limit on transfers and cash withdrawals for minors at 100 thousand rubles per month. According to representatives of the "People's Front", this will help prevent teenagers from being involved in fraudulent schemes, such as droppers, where funds obtained through criminal means are used.

The organization also called for the development of a list of signs indicating the participation of young people in such schemes. Experts believe that, along with setting limits, it is necessary to conduct educational programs for young people to make information about fraud more accessible and memorable.

From 2025, a written consent of legal representatives is required to open bank cards for teenagers from 14 to 18 years old. Banks are also required to notify parents about the issuance of cards to minors.

Setting limits may reduce the attractiveness of teenagers to fraudsters, but the implementation of this measure requires careful study. Fraudsters can adapt by using several cards registered to different teenagers or switching to cryptocurrency, experts say.

The problem of involving young people in fraudulent schemes remains relevant. A recent study showed that 20% of telephone fraud cases in 2025 concerned children aged 12 to 19 years. Fraudsters often communicate with teenagers through online games, posing as teachers or psychologists. And in the first half of 2025, the number of such attacks on children increased by almost 50% compared to the previous six months.

Young people are drawn into dropper schemes through social networks, where they are offered easy earnings. Low awareness and youthful maximalism make them vulnerable. Many teenagers do not realize that they are participating in illegal activities, and often this happens due to a desire for financial independence or difficult living conditions, experts believe.
