The Ministry of Internal Affairs of Russia proposes to legislate a ban on the sale and distribution of seat belt buckles, as well as introduce mandatory use of belts with contrasting black and white colors and reflective elements.
The initiative also provides for equipping cars with sensors for the length of the extended strap, a constant audible signal and a visual warning system for unfastened belts for all passengers.
The agency believes that the black and white color will make the belts visible even on clothes of a similar color and will allow photo and video recording systems and traffic police officers to more effectively identify violations, including at night. This should reduce the number of cases when unfastened drivers and passengers avoid punishment due to poor visibility of the belt.
