Russia will not be able to reach leading positions in the field of technology by relying only on import substitution and reverse engineering. This was stated by Russian President Vladimir Putin at a meeting with the head of VEB.RF Igor Shuvalov.
According to the head of state, the country needs its own scientific developments and the organization of production on national technological platforms.
Putin emphasized that the import substitution strategy was justified in the first years after the introduction of large-scale sanctions, but now this is not enough to achieve leadership.
We will not achieve technological leadership by exclusively engaging in import substitution and so-called reverse engineering.

It is used to reproduce, study, improve, or ensure compatibility without access to source materials, such as drawings or source code.
