A bill has been submitted to the State Duma that provides for an increase in the maximum payment for damage to or loss of hand luggage from the current 11 thousand rubles to 10 minimum wages (about 224 thousand rubles in 2025). The authors of the initiative believe that this will force airlines and flight attendants to be more careful about passengers' belongings.
However, airlines point out that the crew's responsibility is to ensure flight safety, and problems with theft and damage to hand luggage should be resolved by law enforcement agencies. In addition, in their opinion, the new requirements will complicate flight service processes and increase costs.
Experts note that the problem of low compensation for loss and damage to registered baggage is more relevant in Russia, where payments can be only about 600 rubles per kilogram - often less than the cost of the suitcase itself. Increasing such payments may require mandatory declaration of the value of baggage, which will lead to higher costs for the service.
