Mandatory labeling of commercial calls postponed to December

Business criticizes the initiative: companies will have to conclude agreements with telecom operators

The introduction of mandatory labeling of commercial calls, scheduled for September 1, has now been postponed to December 1, 2025. This is stated in the draft resolution submitted by the Ministry of Digital Development.

In the updated version of the draft resolution, the contractual nature of labeling is finally established. All companies will have to conclude paid contracts with telecom operators and provide them with information to display on the subscriber's screen. Also, all categories of calls that operators could use to label calls have been removed from the new version of the document.

Participants in the financial market express dissatisfaction. In their opinion, the costs of implementing this technology may significantly exceed the expected benefits. Labeling will not have a significant impact on the fight against fraud, businessmen believe.

According to estimates, telecom operators may receive about 20 billion rubles a year from this initiative. According to experts, it would be more appropriate to implement the system through a single platform, which would reduce costs for business. Some market participants warn that the introduction of a fee may lead to higher prices for services and reduced access to communications for customers.

The Ministry of Digital Development reported that the project is under discussion. Final dates and conditions have not yet been determined. A representative of the ministry noted that the funds received from operators will help compensate for the costs of implementing the service.
