The Chairman of the Yekaterinburg City Duma, Anna Gurariy, proposed introducing a mandatory identification system for users of electric scooters and other personal mobility devices (SIM).
Gurariy noted that the accident rate involving SIMs in 2024 increased by almost 43% compared to last year. Most incidents involve rental electric scooters. According to her, the current measures, such as speed reduction, do not solve the problem.
It is proposed to oblige SIM drivers to obtain a special card — an analogue of Fan ID — through "Gosuslugi". It will be issued to persons over 16 years of age after a medical examination.
