Vladimir Putin instructed the Cabinet of Ministers to prepare additional measures by September 1 to restrict the use of foreign software in Russia. According to the new instructions, special attention is paid to communication services developed in countries not included in the list of friendly ones. In parallel, it is planned to expand tax benefits for domestic IT companies and manufacturers of industrial automation equipment.
on the introduction of additional restrictions on the use in the Russian Federation of software (including communication services) produced in unfriendly foreign states;
on the application to organizations operating in the fields of machine tool construction, automation and robotics, of reduced tax rates on corporate income tax and reduced insurance contribution rates (by analogy with the reduced tax rates and tariffs applied to organizations operating in the field of radio-electronic industry);
on additional support for Russian manufacturers of materials and components for the machine-building industry in order to increase their competitiveness, primarily price competitiveness, compared to similar foreign products;
on additional support for the introduction of domestic automation and robotics systems in the design and construction of industrial facilities and logistics infrastructure facilities.
The main focus of the new measures is to reduce dependence on foreign IT solutions. First of all, this will concern messengers and software. Many companies are already introducing domestic platforms for communication and document management.
In addition to restrictions, the government is stimulating the development of its own technologies. Manufacturers of components for machine tool construction and robotics will receive tax preferences similar to those in the radio-electronic industry. This should increase the competitiveness of Russian solutions in the domestic market.
