Not Hello: Foreigners in Russia Will Have Their Communications Blocked Starting Today If They Have Not Submitted Biometric Data

Biometric data was required to be submitted by July 1 of this year

Foreign citizens will be able to enter into contracts with telecom operators in Russia only if they are registered in the Unified Biometric System. This was reported by the press service of the Ministry of Digital Development, Communications and Mass Media of the Russian Federation (Mintsifra of Russia).

The submission of biometric data should have been completed by July 1. Otherwise, operators will begin to gradually disconnect communications.

Numbers that have been inactive for more than three months will be disconnected immediately. Active numbers will begin to be disconnected in stages. First, international and long-distance communication services will be blocked, the Internet speed will be reduced, and after 30 days, communication will be completely terminated. During this time, users will be able to re-register the contract under the new rules.

From July 1 to November 1, 2025, active subscribers who received Russian passports after purchasing SIM cards will be able to re-register their contracts without the need to confirm their identity using biometrics.

From June 30, foreigners planning a visit to Russia can apply for entry and register their biometrics through the ruID application. A digital profile will be created at the border, which includes SNILS and a "Gosuslugi" account. To confirm the account and biometrics, you will need to visit a bank once.

Earlier www1.ru reported that more than 1.5 million foreigners have entered data into the Unified Biometric System.
