«Shawarma-like» Gas Stations Will Be Controlled: Russia to Tighten Screws on Mobile Gas Stations in Autumn 2025

State Duma Intends to Restrict the Placement of Mobile Gas Stations and Introduce a Procedure for Issuing Permits for Them

The number of mobile gas stations is rapidly growing in Russia — container stations that are installed without significant investment and often without complying with regulations. These «shawarma-like» gas stations appeared in the early 2010s as a solution for enterprises, but over time they began to be used in cities and along highways. Today, they operate on a self-service basis, often without staff and without proper control.

The main problem is the lack of regulation. Many stations violate fire safety standards, are located too close to residential buildings, and do not have permission to use the land. In recent years, many people have died in various regions due to explosions and fires at such gas stations. Often, gas stations are located directly on the roofs of car washes or near cafes, which is unacceptable according to technical regulations.

The reason for the popularity is low costs. Installing a mobile gas station costs several times less than a stationary one, and the absence of personnel and cash registers allows you to reduce fuel prices and evade taxes. According to experts, one such station may underpay up to 3.6 million rubles per year to the budget. On a national scale, we are talking about billions in losses.

Although the fuel at such gas stations often meets the standards, there is a high risk of underfilling and lack of responsibility in case of breakdowns. In addition, mobile stations do not have a security system, and drivers may violate the rules — smoke, use plastic containers, refuel with the engine running.

The State Duma intends to eliminate the legal vacuum. In the autumn session, a bill may be introduced that will oblige regions to approve gas station placement schemes, restrict the use of mobile gas stations, and establish a procedure for obtaining permits. It is assumed that container gas stations will only be able to operate as a temporary solution — away from cities, where the construction of a full-fledged station is impossible.
