Authorities are preparing a second package of initiatives to combat digital offenses

The Russian government is working on the possibility of submitting reports of fraudulent activities through the "Gosuslugi" portal. This was reported to journalists in the office of Deputy Prime Minister Dmitry Grigorenko at the CIPR-2025 conference.

A "second package" of measures is being developed to tighten the fight against fraud. It includes more than ten initiatives, including regulating the circulation of bank cards, controlling real estate transactions, liability for the use of AI in offenses, and illegal trafficking of SIM cards. Among them is the possibility of submitting fraud reports through Gosuslugi.

In early 2025, a comprehensive law was adopted with about 30 measures to protect citizens in the digital environment. These include a ban on the use of messengers by employees of state bodies, banks and telecom operators when communicating with clients, blocking messages with access codes to "Gosuslugi" during telephone conversations. From August 1, it will be possible to independently prohibit SMS mailings, and from September 1, spam calls.
