The state electric grid holding company FGC UES - Rosseti will continue to use unlicensed foreign software until it is completely worn out. This was announced by the Deputy General Director for Digital Transformation of Rosseti Konstantin Kravchenko. According to him, financial constraints do not allow the company to switch to domestic products.
Kravchenko noted that Rosseti operates under established tariffs, which cannot be changed. That is why opportunities for financing import substitution are limited. The transition to Russian software requires significant costs, and the company is currently waiting for the depreciation period of foreign software to expire. Kravchenko stated that this will take about 5-7 years. Since 2022, Rosseti has not been paying for imported products, but the transition to Russian solutions will require additional financial investments.
Despite this, Rosseti is actively purchasing domestic software and holds a leading position in the field of import substitution in the energy sector. However, as Kravchenko emphasized, the implementation of directives on technological sovereignty requires additional sources of funding.
Representatives of other companies, such as Russian Railways and Gazprom Neft, also spoke at the CIPR-2025 session. They noted difficulties in transitioning to domestic solutions due to a lack of ready-made products and the need for personnel. Minister of Digital Development Maksut Shadaev pointed out delays in the deployment of domestic software.
Experts emphasize that the use of foreign software carries risks, including lack of support and possible vulnerabilities. At the same time, for successful import substitution, it is necessary to develop domestic solutions that will ensure the security and efficiency of business processes.
