Russians Told How to Lift Self-Ban on Loans: What Will Change From June 1

From Summer, Turning Off the Ban on Loans is Possible Only With an Enhanced Qualified Signature

From June 1, 2025, Russians will be able to lift a voluntary self-ban on obtaining loans only with the use of an enhanced qualified electronic signature (UQES). This change is stipulated by Law No. 41-FZ and is aimed at strengthening protection against fraud, according to "RBC Investments".

To date, 11 million users of the "Gosuslugi" portal have already registered for a self-ban. This measure allows limiting the execution of loans and other financial transactions without the client's knowledge.

Until the end of May, the application can also be signed through the "Gosklyuch" application using an enhanced unqualified electronic signature (UQES). However, from June 1, UQES will no longer be suitable — only UQES will remain.

How to Lift a Self-Ban on Loans:

  • through "Gosuslugi" — you must have a verified account and UQES. The application specifies passport data and SNILS.
  • through the MFC — available in stages until August 31, and from September 1 — in all branches. The signature is affixed in person.

The application is processed within two business days. In fact, the ban is lifted one day later. This delay, according to the Central Bank, reduces the risks of actions under pressure from fraudsters.

Experts emphasize that it is extremely difficult for fraudsters to lift the ban without the participation of a citizen. Nevertheless, social engineering schemes and fake calls from "Gosuslugi employees" are already being recorded. Citizens are advised to be vigilant, not to give SMS codes to anyone, and if they suspect anything, immediately restore the ban, contact the bank, the police, and change passwords.
