The Ministry of Industry and Trade Launches Preferential Leasing of Industrial Robots: Rates from 3% for Manufacturing Enterprises

The state program for subsidizing robotization will cover all regions of Russia with special conditions for new territories

The Ministry of Industry and Trade of the Russian Federation has approved the procedure for subsidizing the leasing of industrial robotics for manufacturing enterprises. According to the document published on the official portal of the ministry, companies from the DPR, LPR, Zaporozhye, and Kherson regions will be able to lease robots at a rate of 3% per annum. For the remaining regions of Russia, a preferential rate of 5% is provided.

Technical conditions of the program:

  • The subsidy covers the difference between the market rate (up to the key rate + 2 pp) and the preferential rate
  • Lease term - from 1 to 5 years
  • The program applies to new robotics from any manufacturer, including foreign ones, provided there is a factory warranty

Leasing companies must meet the following requirements:

  • Russian registration no less than 10 years ago
  • Credit rating not lower than ruBBB+
  • No foreign agent status

According to Oleg Kivokurtsev, co-founder of "Promobot," this measure is especially important for small and medium-sized enterprises, where leasing rates reach 25%.

The program is implemented within the framework of the federal project "Development of Industrial Robotics and Production Automation" with a total budget of 350 billion rubles until 2030. By 2029, it is planned to conclude 280 leasing contracts.

For enterprises, this initiative will help reduce the cost of automation, accelerate the introduction of Industry 4.0 technologies, and stimulate the localization of robot production.

Experts note that the program may face competition from imported solutions but creates an important precedent for systemic support of industrial robotization.

This initiative of the Ministry of Industry and Trade represents a significant step in the technological modernization of Russian industry. Unlike one-off support measures, the program is designed for the long term and could become a catalyst for the development of the domestic industrial robotics market.
