For now, state-owned companies can purchase foreign products if there are no domestic equivalents

The Ministry of Industry and Trade of Russia has been proposed to introduce a complete ban on the sale of foreign electronics within the framework of public procurement. The initiative belongs to the head of the "Computing Technology" consortium (which includes the companies "Aquarius", Yadro, and Depo), Svetlana Legostaeva.

Currently, state-owned companies can purchase foreign tablets, smartphones, and laptops in the absence of analogues in the Russian market. However, the current condition may be canceled. This will lead to a complete replacement of foreign electronics with domestic ones in state institutions.

The Ministry of Industry and Trade has shown interest in the proposal and instructed the consortium to provide a list of products for replacement, a list of OKPD2 codes (All-Russian Product Classifier by Economic Activity), and information on Russian manufacturers with their production volumes by June 1, 2025. This data will help the ministry assess the feasibility of introducing a ban.

Opinions on this issue are divided. Russian manufacturers are confident that they will be able to provide the necessary volume for state-owned companies. At the same time, customers such as Rostelecom criticize the initiative, arguing that it could lead to market monopolization and burden vacant production capacities. According to media reports, only 20% of smartphone assembly capacities are used in Russia in 2025.
