The new law will simplify the process of opening accounts for citizens and foreign clients

State Duma deputies adopted in the second and third readings a bill allowing banks to open accounts for citizens remotely.

According to current legislation, personal presence of the client or his representative is required to open a bank account. Previously, remote account opening was only possible for those who had already been identified in the bank. Now, thanks to the new law, banks will be able to provide their services more flexibly to both residents and non-residents of the country.

The government initiated the adoption of this law. The Cabinet explained that many banks are actively developing online services and optimizing their costs, which leads to the closure of physical branches. That is why clients cannot always be present in person when opening accounts.

The new law takes into account the risks associated with the legalization of criminal proceeds and the financing of terrorism. To minimize them, coordination of actions with the Bank of Russia, Rosfinmonitoring, the FSB, the Ministry of Digital Development and the Ministry of Finance is provided, which will ensure security and control in the process of remote client identification.
