Government procurement of software in the field of information security increased due to import substitution

In 2024, the software market for information security (IS) in state-owned companies demonstrated significant growth. It increased by 25%.

Analysts at Tenderplan found that the total increase was 13%, with purchases by state-owned companies under 223-FZ growing by 24%, and by state authorities under 44-FZ by 8.6%.

The main reason for the growth was the increase in the average initial price of tenders. The largest increase occurred in the procurement of VipNet network security products. They increased from 440.4 million to 1 billion rubles under 223-FZ, and from 2 billion to 4 billion rubles under 44-FZ.

Experts attribute this dynamic to the active import substitution policy and the growing attention of the state to cybersecurity.

Konstantin Kurushin, Executive Director of Tenderplan, noted that Russian developers have begun to offer high-quality solutions that meet the requirements of government agencies.

In 2024, 5.7 thousand tenders were held under 44-FZ and 1.9 thousand under 223-FZ. At the same time, there is a decrease in the initial maximum contract price in 44-FZ. This may be due to more standardized requirements of budgetary organizations.

State corporations require more specialized services, which supports activity in the market. Thus, the information security market for state-owned companies continues to develop, reflecting changes in approaches to cybersecurity and customer needs.
