In Russia, they want to introduce fines and restrict Internet access to users who engage in bullying and harassment on social networks. This proposal was submitted by the Commissioner for Human Rights, Tatyana Moskalkova.

It is proposed to consider such actions as petty hooliganism.

A preventive measure could be the establishment of administrative responsibility for bullying and stalking on social networks. It is also time to return to the discussion of introducing a new administrative penalty for individuals in the form of restricting access to the Internet or social networks.

Earlier it was reported that in 2025, deputies plan to submit to the State Duma a bill aimed at preventing bullying among children and young people, as well as introducing responsibility for it. Within the framework of this bill, it is planned to legislate the concept of bullying and the obligation for school employees to report cases of bullying to the police or the commission on juvenile affairs.

Earlier www1.ru reported that about half of Russians support the ban on access to social networks for teenagers.
