Starting February 17, Moscow will introduce a toll for travel on the Moscow High-Speed Diameter (MSD) during peak periods.
Although the changes formally take effect today, the tariffs are applied only on weekdays in the morning and evening to reduce the load on the roads.
Payment is made from 07:00 to 11:00 and from 16:00 to 20:00. At other times, as well as on weekends and holidays, travel remains free. The MSD is divided into nine sections, and a fixed fee of 5 rubles is charged for moving through each of them during the specified intervals.
Tariffs may be revised if the MSD load reaches 6-7 points.
Payment is triggered only if the car enters and exits the section during paid time. For example, a trip is considered free if the vehicle entered before the start of payment or left the section after the end of the established interval.
The cost of all trips made per day is summed up. The total payment is issued within five days. You can pay for services through the "Parking of Russia" application, on the websites msd.mos.ru and mos.ru, as well as through the applications of some banks.
Fines are imposed for non-payment of travel within 20 days. For passenger cars, the amount of the fine is 3,000 rubles for individuals and 10,000 rubles for legal entities, and for trucks and buses - 5,000 rubles and 15,000 rubles, respectively.
Exempt from payment are ground urban transport, taxis with a permit for transportation in Moscow and the region, school buses and transport for organized group transportation of children, vehicles of the federal postal service, as well as special equipment with light and sound signals.
The Department of Transport has repeatedly noted that the proceeds will be used to build new transport infrastructure in the city. The innovation should improve the quality of traffic and reduce the overload of the MSD during peak hours.
