State Duma Approves Use of Russians' Transport for Counter-Terrorism Efforts

The bill will allow the involvement of civilian vehicles in anti-terrorist operations

The State Duma approved in the first reading a bill allowing law enforcement agencies to use vehicles of individuals and legal entities in the areas of the counter-terrorist operation (CTO) regime.

The bill expands existing norms that allow the use of transport for evacuating victims to medical institutions or pursuing terrorists. Now, cars can also be involved in other activities related to the fight against terrorism.

According to the law, owners will be compensated for the costs of the seized transport. The amount and procedure for compensation will be determined by the government. Exceptions are vehicles belonging to diplomatic missions, foreign states, and international organizations.
