Ministry of Digital Development to create a video surveillance platform using artificial intelligence

The platform will work with video streams coming from surveillance cameras across the country

In 2025, the Ministry of Digital Development plans to launch a platform for processing video streams from surveillance cameras in Russian regions using artificial intelligence. According to the updated program passport, the service will process, store, and analyze video data using computer vision technologies.

The total budget of the project will be about 2 billion rubles, with annual funding of about 1 billion rubles. Details of the platform's application have not yet been disclosed.

In May 2024, Deputy Head of the Ministry of Digital Development Dmitry Ugnivenko announced the creation of a unified video surveillance platform that combines regional Safe City systems. According to him, this will ensure flexible management of video streams and redistribution of load in emergency situations. The project was rejected due to the high cost — then it was estimated at 12 billion rubles.

Currently, about 1.2 million surveillance cameras are installed in Russian cities, of which only half are connected to centralized systems. Most of them have low resolution, which complicates their use for high-precision analytics. Experts believe that consolidating data at the federal level is irrational due to the high cost of trunk communication channels and lack of infrastructure.

At the regional level, local video analytics systems are already functioning, which integrate data from state and private cameras. To stimulate the connection of private cameras in some regions, such as Sevastopol, owners are given advantages, such as operational access of the Ministry of Internal Affairs to the data.
