The bill regulating the gaming industry in the Russian Federation does not introduce mandatory registration on gaming services through the "Gosuslugi" portal, but only offers it as one of the identification options. This was stated by Anton Gorelkin, Deputy Chairman of the State Duma Committee on Information Policy.
According to him, users will also be able to choose identification by phone number or through the Unified Biometric System. At the same time, he pointed out that linking an account to a phone has long been the standard on most major video game platforms.
Artyom Sheikin, First Deputy Chairman of the Constitutional Committee of the Federation Council, in turn, noted that user identification will be mandatory for all gaming services, regardless of the country of origin of the video games. In case of violations, regulatory authorities will be able to issue orders on the need to eliminate violations.
The senator recalled that the bill also provides for the labeling of video games according to their content, including warnings about scenes of violence, alcohol use, smoking and other aspects that may cause fear or panic.
The accompanying note to the bill states that these measures are aimed at protecting the morality, rights and interests of citizens, as well as informing users about the content of games. The authors of the document assured that it does not provide for bans on foreign gaming services or impossible requirements.
