The implementation of SORM and obligations to register in the Roskomnadzor registry will increase the costs of providers

In Russia, hosting providers are planning to increase prices for their services in 2025 by 5–10%, and in some cases — by 15%. This is due to the need to implement the system of operational-search measures (SORM) on the infrastructure, as well as changes in tax legislation. In particular, to install SORM, the company needs to purchase software and hardware, the cost of which varies from 300 thousand to 1 million rubles, depending on specific needs.

According to market participants, the costs of implementing SORM can amount to 5–10 million rubles, and additional costs may arise due to the need for equipment certification and system modernization. Such expenses affect the final cost of services for customers, which may cause an increase in tariffs.

In addition, in 2023, new requirements were introduced for hosting providers, including registration in the Roskomnadzor registry and the placement of computing facilities on the territory of Russia. Failure to comply with these requirements threatens to restrict the activities of providers from February 1, 2025. Currently, 479 companies and individual entrepreneurs are included in the registry.

Some industry representatives believe that the price increase is due to tax reform, in particular, an increase in income tax, and not to the implementation of the system. The Ministry of Digital Development of Russia stated that they do not control prices for SORM equipment and have not received complaints from providers. In case of violations, they are ready to conduct inspections.
