On December 12, the State Duma adopted amendments to the Code of Administrative Offenses. They increase the penalties for traffic violations. Here are the details:
The changes will take effect on January 1, 2025. Sanctions for eleven offenses will increase by 50%. This includes speeding and running a red light.
The discount for prompt payment of fines is reduced from 50% to 25%. Drivers who are used to saving money will feel this change.
It is worth recalling that the bill was introduced by the Russian government two weeks ago. The opposition in the Duma noted the "haste" of officials. They believe that the rapid adoption of the law is related to the desire to "collect more money."
According to Mikhail Khachaturyan, Associate Professor at the Department of Strategic and Innovative Development of the Financial University under the Government of the Russian Federation, the main reason for the amendments is the increase in violations. He emphasizes that many people die on the roads. This leads to losses for the economy of 1–3% of GDP. The economist believes that no other ways to reduce accidents have yet been found.
