How companies are supported in the face of sanctions and expensive loans

From January 1, 2025, companies that produce equipment necessary for creating an electronic component base will pay insurance premiums at a reduced rate of 7.6%. This was announced by Prime Minister Mikhail Mishustin. The Ministry of Industry and Trade explained that these and other support measures will help reduce the cost of equipment for end consumers.

Next year, the Ministry of Industry and Trade plans to study in detail ways to stimulate demand for domestic equipment, including the introduction of tax incentives for insurance premiums.

This includes the possibility of extending the subsidy for discounts on the purchase of domestic machine tools to electronic mechanical engineering (this measure is successfully working in traditional machine tool construction).

The purpose of providing benefits is to encourage the development of new products. Manufacturers will be able to take advantage of the reduced rate starting from January 1 next year. To qualify for this support measure, a company must receive at least 70% of its income from the sale of equipment necessary for the production of components.

Support also extends to manufacturers of CNC lathes, equipment for the production of semiconductor ingots and wafers, as well as companies that produce equipment and tooling for the production of printing forms, which allows for the mass production of microchips.

Oleg Kalmanovich, chief analyst at neomarkets, emphasized that support for machine tool construction is important for all industries, not just for electronics production.

According to him, providing benefits for such companies is a reasonable step within the framework of the overall support strategy. In industries where a large number of employees are required, labor costs account for a significant portion of the total costs.

The release of part of these funds can be used for the development of the company, the search for new suppliers and sales markets, the solution of logistical issues, as well as for servicing loans.

There are still many problems, he added. Organizations that are engaged in import substitution still buy equipment, components, consumables and raw materials abroad.

As a reminder, against the background of sanctions in Russia, machine tool production has been increased. However, an increase in volumes is still necessary to cover the deficit. For this purpose, a restart of the federal project for the development of the machine tool industry was planned.

Earlier, the Kovrov Electromechanical Plant, which is part of the "High-Precision Complexes" holding of the Rostec State Corporation, announced an increase in the production of high-precision machine tools with numerical control. Their production is carried out on equipment developed, designed and manufactured specifically for this plant.
