Fines for organizations can reach 500 thousand rubles

Russia plans to introduce fines for refusing to provide services to citizens who have not submitted biometric data. This initiative aims to protect the rights of citizens who have refused to use the Unified Biometric Data System.

According to amendments to the bill on increasing administrative liability for personal data leaks, fines for legal entities will range from 200 thousand to 500 thousand rubles, and for officials — from 50 thousand to 100 thousand rubles. If we are talking about public services, employees of the MFC, Roskadastr and similar organizations risk receiving a fine of 5 thousand to 10 thousand rubles or disqualification for six months. For officials, fines in these cases increase to 20–25 thousand rubles.

The amendments proposed for the second reading of the bill involve changes to Articles 5.63 (on the organization of the provision of public services) and 14.8 (on violation of consumer rights) of the Code of Administrative Offenses of the Russian Federation. The bill was supported by the State Duma Committee on State Construction and Legislation, and its authors were senators and deputies, including Andrei Turchak, Andrei Klishas and Alexander Khinshtein. The second reading of the document is scheduled for November 26, 2024.

The Unified Biometric System was created in Russia in December 2021. Its goal is to simplify access to services through the use of digital identification. However, the submission of biometrics remains voluntary, and the initiative to introduce fines aims to ensure equal access to services regardless of the availability of biometric data.
