In 2025, Russia proposes to increase the recycling fee for certain types of agricultural machinery fivefold. The corresponding draft government decree is being prepared for publication, according to the press service of the Ministry of Industry and Trade of the Russian Federation. An exception will be made for agricultural tractors with a capacity of up to 340 hp, for which the fee will not be increased.

In addition, starting in 2026, it is planned to annually index the recycling fee by 15% for all types of agricultural machinery for the next five years. Previously, a similar scheme for increasing the recycling fee was approved for the automotive industry.

The Ministry of Industry and Trade noted that the increase in the recycling fee only applies to those types of agricultural machinery that are manufactured in Russia and Belarus. It is specified that the indexation will not affect the cost of agricultural machinery of Russian and Belarusian production.

In order to increase the availability of equipment, the Ministry of Industry and Trade and the Ministry of Agriculture of Russia have approved a plan for the purchase of agricultural tractors at fixed prices, taking into account discounts from the current market value. The department added that they are monitoring compliance with responsible pricing policies by domestic manufacturers and providing enterprises with state support measures at all stages of work with products.
