For the needs of the Iranian Air Force, they want to produce from 48 to 72 Su-35 fighters. The number of Su-30s is not yet known. Assembling fighters will not only provide the country with combat aircraft, but also develop its own aviation industry.

As Bulgarian Military writes, the production of aircraft would reduce Iran's dependence on external supplies of military equipment, which is crucial given international sanctions. However, the source did not clarify whether Iran has the right to export finished fighters to third countries under the license. There is no official confirmation of this information yet.
