Rostekhnadzor is discussing the possibility of postponing the shutdown date of elevators that have exceeded their service life, according to information provided by Svetlana Razvorotneva, Deputy Chairman of the State Duma Committee on Construction and Housing and Communal Services. In accordance with the technical regulations of the Eurasian Customs Union, about 140,000 elevators in Russia may be deemed unsuitable after February 15, 2025. The service life of an elevator is usually about 25 years, and according to Razvorotneva, the authorities will not have time to replace all unsuitable elevators by the deadline.

Rostekhnadzor will begin to shut down elevators that do not meet technical requirements, but the possibility of extending this date is being discussed. Razvorotneva also pointed out the presence of dangerous elevators and the need for urgent measures to replace them. The situation is complicated in houses where residents have chosen to accumulate funds in special accounts, as the cost of replacing elevators has increased and may exceed 3 million rubles.

The Territory Development Fund is considering the experience of the Sverdlovsk Region, where part of the cost of replacing elevators is co-financed by regional authorities, and part is paid by the owners. Razvorotneva proposes to extend this practice to the whole country, with the distribution of costs between the federal and regional budgets and the possibility of installment payments. With this approach, she says, about 40,000 elevators can be replaced in three years, which will require about 22.6 billion rubles.

According to a report by the Russian Elevator Association, in the first half of 2024, the regions purchased only 8,200 new elevators as part of the capital repairs, which is 39% less compared to the same period last year. Currently, 72,000 out of 581,000 elevators in the country have worked their standard service life.
