Fines for non-payment of travel on toll roads are increasing, the seasonal ban on studded tires is canceled

New amendments to the Code of Administrative Offenses (CAO), which concern fines for non-payment of travel on toll roads and changes in traffic rules, come into force on September 1, 2024.

In particular, the fine for free travel on Bagration Avenue and the Moscow High-Speed Diameter in Moscow increases from 1.5 thousand to 3 thousand rubles for owners of passenger cars.

Fines for non-payment of travel on regional toll roads will be determined in accordance with local legislation. The Moscow Region and St. Petersburg are considering plans to establish similar sanctions. In Moscow, fines will be imposed by the Moscow Administrative Road Inspection, and not by Rostransnadzor, and they can be appealed within 20 days after the decision is made.

In addition, from September 1, the seasonal ban on the use of studded tires and a 500-ruble fine for their use will be canceled. Instead, new requirements are being introduced for the contents of a car first aid kit, which should now include a rescue isothermal blanket, a notebook, a pencil, non-latex elastic bandages and two pairs of scissors. Fines for the absence or incorrect configuration of the first aid kit have been canceled, as it ceased to be mandatory from the beginning of 2023.

A unified regulation for the installation of traffic violation detection cameras also comes into effect on September 1.
