Fee for using foreign software may be legalized in Russia

Draft law on fee from Russian businesses for using foreign software to be submitted to the State Duma

The Russian government plans to submit a bill to the State Duma in September on the introduction of a special fee for companies for using foreign software.

Minister of Digital Development Maksut Shadayev said that the work on the bill is being carried out jointly with the Ministry of Finance, and he clarified that this fee will not apply to small and medium-sized businesses, as well as budgetary organizations.

Earlier in May, Shadayev announced the discussion of this initiative, emphasizing that Russian companies have adapted to the conditions of restrictions associated with foreign software. In this regard, the ministry will insist on the use of two mechanisms: economic incentives, such as tax benefits, and the introduction of a special fee.
