This could lead to Russian developers leaving for other platforms

A new tax regime is being introduced in the Steam digital store for Russian game developers who are tax residents of the Russian Federation.

From August 16, 2024, all payments on the platform will be subject to a 30% tax due to the suspension of several articles of the Tax Convention between Russia and the United States. This decision will affect, in particular, royalties from game sales through the Steam platform. Thus, 30% will be automatically withheld from the amounts that Steam transfers to Russian developers as a tax in favor of the United States.

The change only applies to funds received from the sale of games in the United States. Payments for sales in other regions will not be subject to this additional tax.

Steam's own commission on the sale of games is also 30%. Thus, Russian developers may face the need to either look for alternative platforms or raise prices for their games to compensate for the increased tax burden.
