The project establishes requirements for equipping UAVs with communication, navigation, surveillance, and automatic collision avoidance systems. According to the proposal of the Ministry of Transport of the Russian Federation, each drone must have an identification index for remote identification, as well as search equipment to determine its location.

In particular, it concerns the possibility of connecting to the GLONASS and «COSPAS-SARSAT» systems. In addition, UAVs must be equipped with means of preventing flight in restricted areas and emergency termination of flight, taking into account the safe landing of the aircraft.
