Universities that train new personnel are planned to be allocated up to 500 million rubles

The Ministry of Digital Development ( Минцифры ) of the Russian Federation is going to introduce requirements for IT companies to take an active part in the training of students in specialized fields. This was announced by the head of the Ministry of Digital Affairs, Maksut Shadayev, at the St. Petersburg International Economic Forum (SPIEF-2024).

He noted that the quality of IT education is a critical problem. To maintain benefits, IT companies will be required to support universities.

Some IT companies voluntarily cooperate with universities. For example, St. Petersburg ITMO has already implemented training programs developed jointly with big tech and IT companies to support future IT specialists. Here they improve the quality of education and contribute to "personnel sovereignty."

Chairman of the Committee on Information Policy and Communications Alexander Khinshtein proposed creating a consortium of IT companies around four universities of the Ministry of Digital Affairs: MTUCI, SPbSUT, PGUTI and SibGUTI.

The state has every reason to ask the industry to invest in the development of universities. The four industry universities of the Ministry of Digital Affairs should become pilots, examples of how business invests.

Dean of the Faculty of Information Technology of MTUCI Mikhail Gorodnichev supported the initiative, emphasizing that this will help reduce the gap between theory and practice for students.

Director of the Association of Computer and Information Technology Enterprises (APKIT) Nikolai Komlev proposed several approaches for implementing the initiative.

The more rigid one is to make teaching by employees of IT companies a prerequisite for inclusion in the register of Russian software and obtaining benefits, and the softer one is to give additional benefits to employees of companies who spend time teaching.
