Technological leadership is one of Russia's national goals for the next twelve years in the President's new decree

Russia will enter the top 10 countries in the world in terms of research and development by 2030. This task is outlined in the decree of President Vladimir Putin, which he signed after his inauguration for a fifth term as the elected head of state. It is part of the national development goal of "Technological Leadership," which is included in the decree for implementation until 2030 and with a perspective until 2036.

According to the decree "On National Development Goals of the Russian Federation for the Period up to 2030 and with a Perspective up to 2036," in six years, Russia must:

  • ensure technological independence and form new markets in more than ten areas. These are bioeconomy, citizen health, food security, unmanned aerial systems, means of production and automation, transport mobility (including autonomous vehicles), data economy and digital transformation, AI, new materials and chemistry, advanced space technologies and services, new energy technologies, new nuclear technologies;
  • increase domestic spending on research and development to at least 2% of GDP, including by increasing investment from private businesses for these purposes by at least two times;
  • increase the level of gross value added in real terms and the production index in the manufacturing industry by at least 40% compared to the level of 2022;
  • increase by 1.5 times the share of domestic high-tech goods and services created on the basis of own development lines in the total consumption of such goods and services in Russia compared to the level of 2023;
  • increase the revenue of small technology companies by at least seven times compared to the level of 2023.

Further, for the period up to 2036, it is planned to consolidate the achieved results and put forward new tasks. Plans for the development of infrastructure using a unified digital cartographic base of Russia for the implementation of this and other national goals will be developed and approved by July 1, 2025.
