Роскомнадзор оштрафовал блогеров и распространителей рекламы на 3,5 млн рублей с начала года

Internet advertising must be labeled and information about it must be transmitted even from Internet platforms banned in Russia

Since the beginning of 2024, Roskomnadzor has issued decisions on administrative cases related to violations of advertising legislation for a total amount of more than 3.5 million rubles. This was reported to IA "TASS" in the press service of Roskomnadzor.

According to the requirements of the law "On Advertising", since September 1, 2022, advertisers and distributors of advertising are required to label Internet advertising and provide data on its placement to Roskomnadzor. Since September 1, 2023, in case of violation of these requirements, fines of up to 700 thousand rubles are provided for the absence of marking of advertising content and reporting.

As part of administrative investigations, decisions were made to bring to administrative responsibility both bloggers, as well as intermediaries and distributors of advertising. Among them were such famous personalities as blogger Anastasia Ivleeva, Ilya Varlamov, recognized as a foreign agent in the Russian Federation, and musician Alisher Morgenstern (also has the status of a foreign agent in the Russian Federation).

One of the main reasons for bringing to administrative responsibility was non-compliance with the requirements for advertising labeling and providing up-to-date data about it.

Fines were also charged to intermediaries who placed advertising in the channels of famous bloggers, regional media, and administrators of communities in social networks. Advertising distributors did not fulfill their obligations to label advertising and provide information about advertising placed on Telegram, Youtube, Instagram (owned by Meta, recognized as extremist in the Russian Federation) and other information resources

It is also noted that at the moment Roskomnadzor is considering more than 250 complaints from citizens about violations of advertising legislation. As a result, 98 administrative investigations have been initiated, including on the facts of publishing advertising without an identifier on Instagram (owned by Meta, recognized as extremist in the Russian Federation).
