The Ministry of Transport has come up with a way to limit the speed of electric scooters and other personal mobility devices (PMD) in Russia.

The state information system 'ERA-GLONASS' will help. The corresponding draft government resolution is published on the Federal Portal of Projects of Regulatory Legal Acts.

The system will transmit to electric scooters, electric skateboards, hoverboards, Segways, monowheels and other PMDs information about them entering pedestrian paths, roads, areas of general use, especially protected objects. And automatically reduce their speed to an acceptable level within the framework of Russian legislation. 

Currently, the road traffic regulations allow a speed of up to 25 km/h for PMDs in Russia, and when entering pedestrian areas, owners of such transport should reduce speed. But in practice, these traffic rules are not always followed.

According to the statistics of road traffic accidents, in Russia in 2022 there were 941 accidents involving PMDs. 19 people were killed, 976 were injured. A large part of the incidents is the invasion of scooter riders on pedestrians.
