Moscow polling stations are ready for the mayoral elections with the involvement of the remote electronic voting system (DEG) and electronic voting terminals (TEG), as reported at the final (before the start of voting on September 8) meeting of the Public Headquarters for Monitoring Elections in Moscow.
Muscovites were able to test the DEG in action last year and the year before last. In 2022, about 1.7 million Muscovites voted through DEG, and in 2021, 1.9 million voters decided to cast their votes remotely in the State Duma elections. This year, you can vote remotely around the clock from 8:00 a.m. on Friday to 7:59 p.m. on Sunday. Voters will be able to cast their votes online on the official mos.ru website or via the direct link https://elec.mos.ru.
We recommend, if possible, not to vote in the first hours of the elections – that is, on Friday morning. At this time, there are surges in voter activity – people prefer to vote immediately so as not to forget, and also receive reminders about the start of voting in the media, mailings and SMS. This activity of voters can lead to the formation of an "electronic queue" for voting
This year's innovation will be TEGs — they will be installed at all polling stations in the capital. Votes cast through the TEG immediately enter the online voting blockchain, ensuring transparency and speed of vote counting.
In order to avoid queues, there will be several such terminals at each polling station. During the test voting on August 25, they all passed stress tests and we are ready for any emergency situations, such as sudden power surges in the network. Nothing will disrupt the voting process and stop the recording of votes in the blockchain, the voter will be able to vote in any case. The system is fully ready for the upcoming elections
More than 30 thousand members of election commissions have been trained and certified, guaranteeing their readiness to work with the TEG and the electronic voter register. This register, first used in 2022, simplifies the voting procedure, eliminating the need for prior registration. Now, members of election commissions can instantly check whether a voter is voting for the first time or has already done so via DEG.
On average, each polling station will have three stationary and three portable TEGs for home voting. The TEG communication system combines them into a "single ring" over a secure network, ensuring reliable operation. It is important to note that all TEGs are equipped with batteries in case of power loss and are autonomous from the global network. In case of failures, technical specialists will be present at each polling station, ready to quickly solve any problems related to the equipment. TEGs at polling stations will operate from 8:00 a.m. to 8:00 p.m. daily until the end of voting.
Those who are used to marking their candidate on a paper ballot and then dropping their vote into the ballot box can continue to do so. This option has not disappeared. You just need to ask for a paper ballot.
Also at the meeting, four of the five "keepers" of the key needed to decrypt the DEG results were determined. The key to decrypting votes is divided into several parts and transferred on flash drives to responsible "keepers". At the end of voting, these parts are combined, and only then does the process of decrypting votes begin. Thus, no one can know the voting results in advance. The fifth part of the key will be transferred to one of the representatives of the Moscow City Election Commission, and the commission will independently determine the identity of this representative. The key splitting procedure is scheduled for September 7 and will be held at the Moscow City Election Commission.
The decryption of DEG results will depend on the number of voters. According to experts, the results are expected no earlier than 9:00 p.m. on September 10.
Since the Mayoral elections this time are held not one, but three days, a high turnout is expected. Decryption will begin at 8:15 p.m., when the votes of voters who opened ballots at the last minute enter the blockchain. We expect it to be completed no earlier than 9:00 p.m. on September 10
