A new law on private security activities in Russia has been adopted by the State Duma: employees of private security organizations receive a number of new powers and a number of obligations. Allowing them to shoot down drones over oil depots and other fuel and energy facilities was proposed a year ago, and now this will become possible.
According to the "Parliamentary Newspaper", the co-author of the initiative, Deputy Chairman of the State Duma Committee on Security and Anti-Corruption, Anatoly Vyborny, said that the new law will become the main one for the field of private security. It is proposed to introduce new terms: for example, "mobile group", "customer of security services", "protected person", "bodyguard". A new chapter "Control and supervision of private security activities" also appears.
What Russian private security organizations must comply with
For private security organizations (PSO), 8 main types of security services and 12 additional types of activities are established. At the same time, PSOs are obliged to exclude all unqualified employees. The government is authorized to establish a list of types of technical security equipment.
PSO employees will have the right to:
- protect the life and health of people;
- transport protected objects and protected persons;
- extinguish fires and carry out rescue operations;
- use drones in their work;
- inspect the premises of protected objects for the presence of technical channels for information leakage;
- when ensuring anti-terrorist protection, neutralize or destroy any unmanned aerial vehicles that may cause harm to the life and health of people on the protected object, the protected person and property;
- use physical force, special means and service weapons in the manner prescribed by law. Thus, private security guards will have the right to use weapons at facilities for which anti-terrorist security requirements have been established.
This does not mean that every employee of a security company in the building will be armed. We are talking about a certain number of employees of a security company who are part of an operational group capable of arriving to reinforce security, detain the offender with subsequent immediate transfer to law enforcement officers, and repel an armed attack.
What PSOs will be required to do for society
The authorities will be able to involve "private traders" in maintaining order in places where events are held. They will also have to engage in patriotic education. Private security organizations will also be entrusted with carrying out work using information constituting state secrets.
Thus, we are laying a solid legal foundation for many years to come, which will improve the effectiveness of interaction between private security organizations and law enforcement agencies, government bodies, and most importantly, increase guarantees of security and protection for both a specific person and our entire society.
