Even obtaining the MC-21-310 type certificate in the summer of 2027 does not mean the start of regular passenger services. The launch could be delayed until 2028 or later, warned Andrey Patrakov, founder of the flight safety service RunAvia.

According to him, increasing the number of test flights does not provide an accurate assessment of certification completion. The final stages of verification may take longer than those already completed.

You can spend several hundred hours to meet 80% of the certification basis requirements, and then spend more hours on the last 10% of these requirements than in all the previous time combined.

Patrakov did not rule out that the MC-21-310 might repeat the fate of the Il-114-300. This turboprop aircraft received a Rosaviatsia certificate, but with restrictions on operating conditions — it can only take off within a narrow temperature range from +9 to +25 degrees Celsius.

A separate condition for the start of regular flights is a developed maintenance system. It must ensure timely aircraft repairs and spare parts supply. Without this, even a certified aircraft will not be able to perform transportation.
