Owners of small vessels (not exceeding 20 meters in length and with a passenger capacity of up to 12 people) will be able to confirm their right to operate water transport using a digital ID in Max. This was reported by the VK press service.
To confirm the status, the vessel owner just needs to open the document card in the Digital ID section in Max and present the QR code, and the EMERCOM employee needs to scan it.
To create a Digital ID, you need to:
- go to the section of the same name,
- click the “Create QR” button,
- give consent to data transfer on Gosuslugi.
In the “Transport” section of the digital ID, vessel owners will be able to obtain not only a driving license but also a vessel certificate.
Digital ID is an analogue of paper documents in Max in QR code format. The Ministry of Digital Development of the Russian Federation introduced a new identity document format in September 2025. As of October 2026, over 10 million people use the electronic service.
A GIMS (State Inspectorate for Small Vessels of the Russian Ministry of Emergency Situations) certificate for operating water transport is required if its mass, including the engine, fuel, and full equipment, exceeds 200 kg, and the engine power is more than 8 kW. It can be obtained by citizens over 18 years of age.
