Starting March 1, 2027, the conditions for taking the theoretical part of the driving license exam will change. Candidates will begin to be photographed, and audio and video recording equipment will be installed in the classrooms. Alexander Kholodov, a member of the Public Chamber of the Russian Federation Commission on Security, told RIA Novosti about this.

The system automatically records the candidate during the exam, and the recording is done in real time. Access to it must be protected, and both the examiner's and the test taker's workstations must be in the frame. Some of the rules have been in effect since May 12, 2026: photo and audio communication devices are prohibited, and the practical exam is scheduled no later than 60 days after the theoretical one.
The rules for medical certificates are also changing. If information about the certificate is available in a unified database, it will not be necessary to provide it. If the validity period expires during the exams, the candidate can complete them, but the license will not be issued until a new certificate is obtained.
