The State Duma Committee on Transport supported the bill on a public electronic register of temporary road closures. The document was introduced by senators Andrey Kutepov, Viktor Kress, and Valery Vasiliev in March, Kommersant reports.

The register will include the dates, times, conditions, grounds, and coordinates of closed sections. The reasons for restrictions will be divided into seven groups: repairs, public events, bad weather, increased traffic intensity, special events, and others. Road owners must enter data 15 days in advance; in case of an accident or emergency, immediately and post-factum. It is also proposed to prohibit closing one road in several places more often than every 1–5 km, depending on the road category.

The initiative was supported by the legislative assemblies of Yamalo-Nenets Autonomous Okrug, Krasnodar Krai, Nizhny Novgorod Oblast, the Parliament of Kabardino-Balkaria, and the Smolensk Duma.

The committee noted the relevance of the problem, especially in spring during floods, but pointed out that the wording regarding weather and accidents “does not comply with the principle of legal certainty” and needs clarification.
