The Federal Service for Veterinary and Phytosanitary Supervision (Rosselkhoznadzor) will be able to use the results of automatic photo and video recording, including those obtained from drones, when making decisions on control measures from October 1. The corresponding changes were approved by government decree No. 1031 of August 20, 2026.

The results of automatic photo and video recording can serve as a basis for a decision to conduct a control measure if the document identifies signs of violations of mandatory requirements. These include, in particular, the absence of fencing for the territory where agricultural animals are kept, the absence of fences in pastures with year-round keeping of cattle, and the absence of places for vehicle disinfection.

The reason for control may be the slaughter of productive agricultural animals and poultry outside the slaughterhouse, grazing animals near landfills, cattle burial grounds, and treatment facilities. If animal remains are found in garbage containers, in a field, or in a body of water, this will lead to an inspection.

The decree states that an on-site inspection may be carried out using UAVs if this is provided for by the assignment of an official of the control body authorized to make a decision on conducting control measures.
